I have the honour to enclose for

the information of His Excellency The Governor,

the Translation of a Despatch from the Viceroy Lau, asking for the extradition of thirteen criminals named Hung.

This Despatch is carried to Hongkong by Commander Pang of the gumboat "Ising-fan who takes with him the chief plaintiff

and the most important witnesses.
